RULES AND REGULATIONS
Welcome to the Ricky Duran Villa Cup!
The Ricky Duran Villa Cup honors the life and legacy of Ricky Duran, whose lifelong dedication to youth sports, family, and community inspired generations of players, coaches, and families throughout San Diego.
More than a soccer tournament, the Villa Cup is a celebration of sportsmanship, teamwork, and community. We ask all players, coaches, families, and spectators to compete with respect, integrity, and passion while creating a positive experience for everyone.

OVERVIEW
- All participants must abide by the rules and regulations on this Rule Book. Organizing committee, tournament director and/or officials have final say in interpretation and penalty for not complying. Players are subject to forfeit, expulsion or ban from tournament.
- Divisions are set for specific age groups. Players must play in their corresponding division. Proof of age will be required for all YOUTH divisions upon registration and check-in.
- Rules and regulation subject to change and interpretation from the organizing committee.
- Organizing Committee has final decision on all matters
- REGISTRATION & FEES
- ADULT Divisions: $275.00 per Team Max 10 players per roster
- YOUTH Divisions: $225.00 per Team Max 10 Players per roster
REFEREE FEES NOT Included in Team Registration: YOUTH/ADULTS $20.00 per game (Minimum 3 Games)
- Referee FEE:
- $20 cash referee fee per team, per game must be paid directly to the referee before the start of each match, including all playoff games. Failure to pay before kickoff may result in a delay or forfeiture.
Guaranteed 3 games.
- RICKY DURAN 5v5 VILLA CUP T-Shirt
- Official team shirt/uniform. Each team will be given a set of 10 shirts.
All participants must wear the event shirt during matches. No outside uniforms or jerseys are permitted.
- ELIGIBILITY & AGE REQUIREMENTS
- Youth Divisions: Players must be the age of the registered division or younger on the day of the tournament. Players who exceed the age limit are not eligible to participate in that division.
- Adult Open Division: All players must be 18 years of age or older on the day of the tournament.
- Players may play up in an older age division but may not play down in a younger age division.
- Girls may participate in boys divisions. Boys may not participate in girls divisions.
- Players may only be rostered on one team in one division for the tournament.
Teams using an ineligible player are subject to forfeiture, tournament expulsion, and/or future tournament bans. No refunds will be issued.
- CHECK-IN
- Teams must check in 60 minutes prior to their first scheduled game. Failure to check in may result in disqualification without a refund.
- Submit the Team Roster
- Submit Player Liability Waivers.
- Youth Divisions: All players must provide proof of age at check-in.
- Team rosters become final at check-in. No player additions, substitutions, or replacements will be permitted after check-in, including due to injury or other unforeseen circumstances.
- Players may only be rostered in one division.
- Collect tournament shirts at Check-in.
Teams that fail to comply with tournament rules may be subject to game forfeiture, tournament expulsion, or future tournament bans. No refunds will be issued.
- PLAYER CREDENTIALS
- Player identification must be available at all matches and presented to the referee upon request.
- Accepted forms of identification include:
- Valid Player Identification Card.
- Official government issued photo ID (e.g., passport, or state ID)
- Photo ID and Birth Certificate (e.g., current school ID)
Teams or players found using ineligible or unverified players are subject to forfeiture, tournament expulsion, and/or future tournament bans. No refunds will be issued.
- ROSTERS
- MAX 10 players per team/roster
- A minimum of 5 players is required to register a team.
A minimum of 3 players is required to start and continue a match.
- FIELD/EQUIPMENT
- PLAYING FIELD:
- 40 yards (length) X 30 yards (width).
- Penalty box: 12 feet (length) X 24 feet (width).
- Goals: 6 feet (height) X 12 feet (width).
- All penalty kicks will be taken from a seven 7-yard mark.
- The Organizing Committee reserves the right to adjust the field, penalty box, and/or goal size as necessary without prior notice.
EQUIPMENT
- Match ball.
- YOUTH divisions 8U, 10U, 12U: Size 4
- All other divisions: Size 5
- All teams must provide a game ball (2 game balls per match)
- Player Jersey
- All players must wear assigned Villa Cup Shirt
- Player Equipment
- Appropriate cleats and shin guards are required FOR ALL DIVISIONS
- The goalkeeper must wear a different color than both teams playing and referee.
- No jewelry permitted.
- Players may not play or be disqualified if they do not have the required equipment.
- GAME
- REFEREE
- 1 referee per match
- Referee decisions, including, but not limited to, fouls, penalties awarded, cards and goals, are FINAL and are not subject to protest or debate.
- The referee has the authority to remove any player, coach, or spectator from a match.
Weather or other exceptional circumstances may result in a shortened match without prior notice.
- GAME DURATION
- 2 X 15 Minute Halves - ALL AGE DIVISIONS
- 3–5-minute half time
- Match clock does not stop, no added time.
- If Pool play or Consolation games are tied, they are recorded as a tie game.
- If Semi Finals and Finals end in a tie, the game will go directly to penalty kicks.
- MATCH START
- Teams must be ready to play at their scheduled kickoff time.
- A minimum of 3 players is required to start a match. The match will begin as soon as 3 players are present.
- A one-time 5-minute grace period will be granted only for a team's first group stage match of the day. Any time used will be deducted from the match.
- After the first group stage match, game time is forfeit time. No grace period will be granted.
- Playoff matches: Game time is forfeit time. No grace period will be granted.
- Forfeited matches will be recorded as a 3–0 victory for the non-forfeiting team.
- The Organizing Committee reserves the right to adjust the schedule or stop the match at any time.
- POINT SYSTEM
- Group Stage
- Win: 3 points
- Tie: 1 point
- Loss: 0 points
- Score Reporting
- Scores after each game will need to be reported by the team managers to the field marshal.
- Referees will not be responsible for this.
- Tie Breakers – In the event of a tie, the winner will be determined as follows:
- Head to Head
- Goal Differential
- Goals Against
- Goals Scored
- Penalties
- PLAYOFFS (subject to change)
- 4-Team Division Playoffs
- 1st and 2nd place teams will advance to the Championship Match.
- 6-Team Division Playoffs
- 1st and 2nd overall teams will advance to the Gold Championship Match.
- 3rd and 4th overall teams will advance to the Silver Championship Match.
- 8-Team Division Playoffs
- 1st place teams from each group will advance to the Gold Championship Match.
- 2nd place teams from each group will advance to the Silver Championship Match.
- Playoff Tiebreaker
- Playoff matches only: If a match ends in a tie, the winner will be determined by penalty kicks.
- Each team will select 3 shooters.
- A coin toss will determine which team shoots first.
- If still tied after the first 3 shooters, the shootout will proceed to sudden death.
- All eligible rostered players on the field must take a penalty kick before any player may take a second kick.
- If the match remains tied after all field players have taken a kick, bench players will then participate in the same order. Once all eligible rostered players have taken a kick, the rotation will begin again and continue in the same order until a winner is determined.
- HOME TEAM
- Home team appears first on the game schedule.
- Home team will supply game ball.
- Home team will be required to switch to an alternate jersey in the referee declares a color conflict.
Home team will select which sideline and which goal to defend on the field.
- RULES AND REGULATIONS
- KICK-OFF
- Away team will be awarded kick-off in the first half.
- The home team will select which goal to defend.
- Direct Kick ADULT Divisions
- Indirect Kick YOUTH Divisions
- Touchline (Sideline) Restarts:
- In place of throw-ins will be kick-ins with the ball placed stationary on the sideline.
- A Goal may not be scored directly from a kick-in.
- GOAL KICK
- The goalkeeper will start with the ball in their hands and may either:
- Throw the ball
- Put the ball down and pass/kick
- The ball may not be punted or drop-kicked.
- Goal Kicks can be taken from anywhere INSIDE the penalty box.
- Goal may not be scored directly from a goal kick.
- Once the ball has been put down, the ball is effectively “live”.
- The keeper has 5 seconds to execute a goal clearance. Failure to execute in 5 seconds will result in an indirect kick at the top of the penalty box for the opposition.

- SUBSTITUTIONS
- Unlimited substitutions
- A player may be substituted at a stoppage of play with the permission of the referee.
- Repeated substitutions in an attempt to waste time may not be approved by the referee.
- GOALKEEPER
- During the run of play when the goalkeeper has the ball in hand, they may:
- Throw the ball
- Put the ball down and pass / dribble / kick
- The ball may not be punted or drop-kicked.
- The ball must leave the penalty box within 5 seconds or it’s an indirect free kick from the top of the penalty box.
- Players may not initiate contact with the goalkeeper at any time while they are in the Penalty box.
- A goalkeeper outside of the penalty box is to be treated as a field player.
- Goalkeeper may dive HANDS FIRST if ball is inside the penalty box.
- Sliding feet first will result in YELLOW or RED card. It is up to the discretion of the referee to assess the penalty.
- No direct goals by Goalie when inbounding ball.
- NO OFFSIDES
- NO SLIDE TACKLING PERMITTED AT ALL.
- It is up to the discretion of the referee whether to assess a YELLOW or RED card.
- PENALTY KICKS
- Taken 7 yards from the goal line.
- The goalie must have both feet on the goal line until the ball is touched.
- All players must be behind the 7-yard marker.
- NO HEADING
- No heading allowed in 8U and 10U.
Heading the ball is ONLY allowed for age groups 12U and older.
- FOULS / CARDS
- Physical Fouls will result in direct free kicks, all others are indirect.
- Yellow cards will be given as a warning
- Yellow cards are reset each match, and there are no penalties for extra time.
- Two 2 yellow cards in one 1 match will result in a red card.
- The referees have the right to penalize a player sitting on the bench with a red card (2 yellow) for continued disobedience or as a result of an incident that justifies the player's expulsion. The player who receives the card will not be able to play the rest of the game.
- Red card will have player ejected from the game.
- The team must complete the game with one 1 less player on the field.
- Players who receive a red card will not be able to play the next match.
- Coach, Manager or Captain of the penalized player must provide the player's name to the referee. If the player's name is incorrect or if caught playing during suspension, the team may be disqualified from the remainder of the tournament
If a team is left with fewer than four 3 players during a match due to red cards or injuries, they will lose the current match by a score of 0-3 or final score whichever differential is greater.
- EXTERNAL CONDITIONS
- In the event of inclement weather, field conditions, or injuries necessitating the rescheduling or cancellation of games, the Tournament Director will have full authority to implement these changes in the best interest of the tournament, without prior notice.
In the event of extreme weather conditions, coaches will be contacted once a decision has been made regarding the continuation, delay, or cancellation of the games and tournament.
- PROTESTS
- No protests will be accepted.
- Referee decisions regarding facts, judgement calls, and on-field decisions are final.
In the event of misinterpretation of a tournament rule, the Tournament Director will make the final decision.
- FAIRPLAY
- At the Ricky Duran 5v5 Villa Cup Soccer Tournament, we uphold the spirit of fair play and sportsmanship. Our goal is to create an enjoyable and respectful environment for all participants, regardless of the outcome on the field. To achieve this, we kindly request that all players, coaches, and spectators adhere to fair play.
- Failure to do so may result in penalty, disqualification, ban and/or removal of facility grounds.
- Spectators are subject to fair play enforcement as well at the discretion of referee or any other organizing committee staff.
